Start with the adopted budget
The City’s budget page confirms the FY2026–27 adoption date. It also records midyear adjustments to FY2025–26 on February 9, 2026. These are different fiscal years and different budget actions.
For this research edition, we have not established a comprehensive, verifiable FY2026–27 revenue or expenditure total from the accessible budget material. We therefore do not display a citywide total, deficit figure, reserve draw, or financial score.
Three numbers that can describe one project
Consider the planned Botanical Garden. The City’s project page reports $7 million in awarded grants. The capital program separately lists $6.35 million in FY2027 capital costs. Actual payments to deliver the project would be a third measure, established by expenditure records.
These numbers answer different questions. A grant award concerns financing; a fiscal-year capital allocation concerns the spending plan for a particular year; an expenditure record concerns what was paid. Adding them together would double-count unlike measures.
The published allocation is a useful starting point
The City’s capital program, dated July 8, 2026, lists selected FY2027 costs for the Botanical Garden, Padelford expansion, traffic-calming work, Artesia Park restrooms, and Water Tower improvements. It gives residents a concrete starting point for asking about delivery.
| Selected capital project | FY2027 capital costs |
|---|---|
| Botanical Garden | $6,350,000 |
| Traffic-calming project | $1,394,087 |
| Artesia Park restrooms | $1,384,886 |
| A.J. Padelford expansion | $1,204,000 |
| Water Tower improvements | $85,000 |

What makes a useful follow-up?
- Ask for the latest amended budget alongside the adopted version.
- Check the contract, change orders, and payment records for a specific project.
- Look for a dated acceptance or completion report before treating a schedule as delivery.
- Separate recurring operating costs from one-time construction funding.
